Nearly $1.4 million in federal aid will help Des Moines replace Iowa dog boarding and housing destroyed during the 2008 floods and, at the same time, rid low-income neighborhoods of more than two dozen vacant lots.The federal disaster recovery grant will help push more of the city's housing away from flood plains, boost property values and lessen the drag vacant lots have on neighborhoods.
